After more than 20 years navigating the complexities of Western New York’s political landscape, Joe Emminger has announced his departure as the Town of Tonawanda Supervisor. His exit, scheduled for mid-May, marks the end of a significant chapter for the municipality as it balances major redevelopment projects with a shift toward a new generation of leadership.
Joe Emminger Stepping Down After Decades of Service
In a move that signals a transition for Erie County local government, Supervisor Emminger confirmed he will vacate his seat well before his term concludes in 2027. Having served ten and a half years as supervisor and over two decades in various town roles, Emminger noted that the timing felt right for both his personal life and the town’s future.
“I have given everything I had to this town. I put the town in front of my family, in front of my personal well-being for 20 years,” Emminger stated. While he maintains he is in good health, he emphasized that the Town of Tonawanda would benefit from fresh perspectives and a “new generation” of leadership to oversee the long-term projects currently in the pipeline.
Industrial Redevelopment: Huntley and Tonawanda Coke
Emminger’s tenure has been defined by his handling of significant industrial and environmental challenges. Chief among these is the Huntley Power Plant site. The plant’s closure early in his first term resulted in a massive deficit in local tax revenue, requiring a strategic long-term recovery plan. According to Emminger, the town is nearing a resolution, with municipal ownership of the property expected within the year.
Parallel to the Huntley transition is the ongoing environmental cleanup of the Tonawanda Coke site. This area represents one of the region’s most ambitious reclamation efforts. Current development plans for the site are diverse, featuring proposed data centers on the east side of River Road and a revitalized waterfront district that could include a new marina and professional office spaces.
Strengthening Community Infrastructure
Beyond industrial sites, Emminger’s leadership saw substantial investment in the town’s recreational and emergency services. A $4 million partnership with the Paddock family led to significant upgrades at Paddock Park, ensuring the town’s facilities remain a cornerstone of local community life.
Additionally, the establishment of a dedicated town ambulance corps has served as a dual-purpose success. Not only has the service improved emergency response times for residents, but it has also created a sustainable new revenue stream for the town’s budget.
The Path Forward: Transition and Special Election
As the town prepares for this leadership change, the Tonawanda Town Board and the local Democratic Committee will begin the process of vetting candidates. The transition will follow a structured timeline to ensure stability in municipal operations.
| Key Date/Period | Event |
|---|---|
| Mid-May 2024 | Effective date of Joe Emminger’s resignation. |
| May — December 2024 | Interim Supervisor serves the remainder of the year. |
| November 2024 | Special Election to fill the remaining years of the term. |
| January 2025 | Elected Supervisor begins full duties. |
Regarding the qualities needed for the next supervisor, Emminger stressed the importance of being a “people person.” Representing over 70,000 residents requires a leader who is accessible and genuinely engaged with the daily concerns of the community. “You represent 70,000 plus people here in the town, you got to like people, like talking to them,” he remarked.
Emminger’s journey in public service, which began as a Town Councilman in 2005 and progressed through the role of deputy supervisor in 2008, leaves a lasting imprint on the Western New York region. As the special election approaches this November, Tonawanda residents will have the final say in who will lead the town through its next era of economic and environmental transformation.
